At the meeting were Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs, and Bui Thanh Son, Deputy Prime Minister and Vice Chairman of the Standing Committee of the Party Central Committee. The meeting was broadcast live to the people’s committees of provinces and cities across the country, as well as Vietnamese embassies and representations abroad.
Speaking at the meeting, Prime Minister Pham Minh Chinh called on ministries, sectors, local authorities, agencies, and units to be proactive and optimistic, not to rely on others, not to hesitate or be confused, not to be negligent or complacent, and not to relax their vigilance. He emphasized the importance of being proactive and not being caught off guard strategically, maintaining good cooperation between Vietnam and other countries, and proactively implementing foreign policy and international integration policies in response to the situation.
Adapting proactively to complex, fast, and timely developments was emphasized. Turning the situation around, transforming the status quo, turning crisis into opportunity, and risk into a competitive advantage were key points.
The Prime Minister highlighted that this situation also presents an opportunity to restructure the economy, transition to a green and sustainable economy, and restructure markets and products. The more challenging the situation, the more efforts need to be doubled; it is also an opportunity for the country to strengthen itself.
In this spirit, the Prime Minister called for the effective implementation of the “three creations” principle: international solidarity should generate strength; the will to share, exchange, and address issues with partners; and the defense of multilateralism. Cooperation should create resources and material wealth. Consultations, meetings, and participation in forums are necessary to strengthen and consolidate mutual trust.
Regarding the future, the Prime Minister emphasized the primary goal of double-digit growth. While the entire country aspires to such growth, every ministry, sector, local authority, business, and agency, including Vietnamese embassies abroad, must contribute. The ambition is to integrate international relations into a global context and link it to the country’s rapid and sustainable development to achieve two strategic objectives for the next hundred years.
In terms of solutions, the Prime Minister stressed the need for deep and innovative reflection and action in foreign policy and international integration in the current context. The importance of turning challenges into opportunities and assets was underlined. Foreign policy and international integration, in this new era, should create a conducive environment for the country’s growth, play a constructive and driving role by opening new prospects for national development, and directly contribute to the goal of double-digit growth and actively strengthen the country’s position and prestige on the world stage.
Foreign affairs and international integration must contribute not only to the implementation of the foreign policy directions of the 14th National Party Congress, the resolution on international integration, and other important Politburo resolutions in various fields but also promote deep, substantive, and efficient international political integration to strengthen political confidence with partners and actively contribute to major regional and international multilateral forums and mechanisms.
Promoting international integration in various fields such as science and technology, innovation, digital transformation, green transition, circular economy, and knowledge economy; shifting from a passive reception of technologies to proactive cooperation for accessing new technologies, mastering, and gradually creating them, making science and technology, innovation, and digital transformation important pillars of relations with influential partners.
Actively and comprehensively implementing international integration in cultural, social, tourism, environment, health, education, training, and other sectors is vital. Prioritizing the human factor; human resource development is fundamental because only qualified individuals can lead, transfer, and market technologies. Strengthening international cooperation in education and human resource development.
Actively promoting the signing and effective implementation of international commitments and agreements. Strengthening diplomacy in energy, high technologies, and industries requiring development, emphasizing coherence between words and actions. Intensifying negotiations and signing new free trade agreements with Gulf Cooperation Council countries, Pakistan, Mercosur, etc. Maintaining a balance and strengthening relations with all countries in priority sectors and enhancing connectivity in the railway, energy, high-tech sectors, etc.
Improving the overall quality of personnel in ministries and agencies working in foreign affairs and international integration, ensuring solid political expertise and advanced professional skills, is essential. Effectively implementing National Assembly Resolution No. 250/2025/QH15 to fully apply Politburo Resolution No. 59 on international integration was also highlighted.
The Prime Minister stressed the importance of being proactive, creative, innovative, adaptable, and responding effectively to circumstances. In terms of foreign policy and international integration, the ultimate goal is to build a strong and prosperous nation, improving the material and spiritual conditions of its people.
The Prime Minister hopes and believes that ministries, sectors, local authorities, and steering committee members will continue to uphold the following spirit: “What is said must be done, what is promised must be implemented, what is done must be effective”; “The Party has given directives, the Government has approved, the National Assembly has consented, the people have supported, and the Homeland is waiting, so let us focus on action and not retreat”; “Let us work together to overcome challenges and turn danger into opportunity.”
