On the evening of April 3, Prime Minister Pham Minh Chinh, head of the National Steering Committee for International Integration (the Steering Committee), chaired a Steering Committee meeting.
In concluding the conference, the Prime Minister called for foreign policy and international integration activities to be closely aligned with national development imperatives, directly contributing to the goal of double-digit growth, especially through the effective implementation of international commitments and agreements, and the promotion of energy and high-tech diplomacy.
The conference was held in-person at the government headquarters and online with popular committees from provinces and cities nationwide, as well as Vietnamese representations abroad. Participants included: Le Hoai Trung, Politburo member and Minister of Foreign Affairs; Bui Thanh Son, Deputy Prime Minister and Vice Chairman of the Steering Committee’s Standing Committee; officials from ministries and central agencies; and leaders from provinces and cities.
The conference evaluated and institutionalized the key foreign policy orientations from the 14th National Congress and resolution No. 59-NQ/TW on international integration in the new situation, promoting foreign economic activities, minimizing negative impacts on the country’s economy, and mobilizing resources to serve the country’s strategic goals, especially the double-digit growth objective.
Building on the motto “Six clear points: clearly identified individual, clearly defined task, clearly defined deadline, clearly defined responsibility, clearly defined product, clearly defined authority,” the government quickly developed and published its Action Program for implementing resolution 59. This program includes 22 objectives and 117 specific tasks for ministries, sectors, and localities, covering the three pillars of international integration. Ministries, sectors, and localities quickly published their own action plans, implementing the tasks of resolution 59 and meeting the legitimate needs of citizens and businesses.
During the recent period, the global situation has been extremely complex, directly affecting the country’s security and development, especially with the opening of the Vietnamese economy. Thanks to timely leadership and appropriate national economic policies, Vietnam has maintained stability and achieved remarkable development. Particularly, its external relations and international integration have been proactively and systematically implemented on all fronts.
Various priority areas have been highlighted, such as: international financial centers in Ho Chi Minh City and Da Nang; investments in infrastructure, digital transformation, science and technology, energy, and the lifting of the ban on illegal, undeclared, and unregulated fishing (IUU)… In particular, given the evolving situation in the Middle East, Prime Minister Pham Minh Chinh has held phone calls and written letters to leaders of various countries and met with representatives to promote cooperation and ensure energy security.
In his final remarks, Prime Minister Pham Minh Chinh praised the reports and discussions, instructing the Government Office to coordinate with the Ministry of Foreign Affairs to integrate feedback and finalize the Prime Minister’s final announcement quickly so that concerned ministries, agencies, and localities can effectively implement it.
Emphasizing several key points, Prime Minister Pham Minh Chinh stated that the world situation has rapidly evolved in a complex and unpredictable manner since the beginning of the year. Domestically, the 14th National Party Congress was successfully held, elections for the National Assembly and People’s Councils at all levels were carried out, and regular tasks as well as unforeseen tasks were well executed.
The set objectives were largely achieved, the macroeconomic situation is fundamentally stable, inflation is under control, growth is sustained, and major economic balances are maintained, particularly energy security, which helps prevent fuel shortages despite conflicts in the Middle East. External relations and integration remain a strength, contributing to maintaining a peaceful and stable environment conducive to national development.
In the future, the Prime Minister emphasized the need to continue to be proactive, optimistic, creative, innovative, and adaptable in the face of the situation, avoiding dependence, complacency, and negligence, while maintaining constant vigilance in foreign policy and international integration.
Specifically, the “5 proactive approaches” include: proactive research, understanding, and forecasting of the situation, avoiding passivity and surprises; proactive maintenance of good relations with partners and countries worldwide; proactive implementation of policy adjustments in response to the situation; proactive, rapid, and effective adaptation to complex developments; and proactive transformation of situations, turning dangers into opportunities, voids into assets, difficulties into ease, and impossibilities into possibilities.
Highlighting the importance of defending multilateralism, promoting international solidarity to generate strength, cooperation to create resources and material wealth, consultation, meetings, and participation in forums to consolidate and strengthen trust, the Prime Minister clearly stated that the main goal is to achieve double-digit growth; the perspective is to place international integration in the global context and link it to the country’s rapid and sustainable development to achieve the centennial goals.
To achieve the aforementioned goal, the Prime Minister called for a deep understanding and constant innovation in the reflection, awareness, and action regarding foreign affairs and international integration in the new situation, contributing to the implementation of the foreign policy orientations set by the 14th National Congress, the resolution on international integration, and other important solutions from the Politburo in various areas.
The Prime Minister stressed that foreign relations and international integration, in this new era, must create a favorable environment for the country to enter a period of personal development; play a constructive and driving role, opening up new prospects for national development, directly contributing to the double-digit growth objective; and actively participate and strengthen the country’s position and prestige in global politics, the global economy, and human civilization.
The Prime Minister ordered the improvement of the quality of economic integration to promote the development of strategic sectors; to strengthen economic diplomacy, diversify markets, supply chains, and products; and to reduce dependence on a limited number of markets, partners, and low value-added stages. The government should intensify efforts to attract high-quality foreign investments with advanced and high-tech added value, prioritizing projects that can disseminate technologies and connect national businesses to global production chains.
At the same time, we must promote deep, substantial, and effective international political integration to increase political confidence with our partners, actively contribute to important regional and international multilateral forums and mechanisms.
The top priority is to strengthen strong relations with neighboring countries and countries in Southeast Asia; to develop balanced and harmonious relations with great powers; and to make significant changes in relationships with important partners and traditional friends, thus expanding the country’s strategic space and effectively utilizing this space for rapid and sustainable development.
While guiding the acceleration of international integration in the fields of science and technology, innovation and digital transformation, ecological transition, circular economy, and knowledge economy, the Prime Minister also emphasized the need to move resolutely from passive acceptance of technology to active cooperation to access new technologies, gradually master them, and create science and technology, innovation, and digital transformation as important pillars of relations with influential partners.
The Prime Minister called for the active and comprehensive implementation of international integration in the fields of culture, society, tourism, environment, health, education, and training, as well as other areas; the internationalization of Vietnamese cultural identity in the world and the promotion of human civilization within the country; and the promotion of international cooperation in human resource training in important areas where other countries have strengths and Vietnam has needs, such as artificial intelligence, semiconductors, nuclear energy, and quantum computing.
The government has detailed the working groups, tasks, and solutions to decisively promote the signing and effective and substantial implementation of international commitments and agreements; review and immediately implement existing agreements and commitments; enhance diplomacy in energy, high technology, and industries that Vietnam needs to develop; and negotiate and sign free trade agreements to expand markets.
At the same time, we will strengthen our relations with all countries, but focusing on key areas, based on an independent, autonomous, diversified, and multilateral foreign policy, being good friends, reliable partners, and responsible members of the international community for peace, stability, cooperation, and development.
The Prime Minister also emphasized the need to enhance the quality of personnel in ministries and agencies working in foreign affairs and international integration. He stressed the importance of the effective implementation of resolution 250 of the National Assembly on specific mechanisms and policies to enhance the efficiency of international integration, as well as the government’s action plan to implement the Politburo’s resolution 59.
Remaining true to the spirit of “what is said must be done, what is promised must be kept, what is done must be effective” and “we should discuss actions, not setbacks,” the Prime Minister expressed confidence that ministries, sectors, localities, and Steering Committee members will work together to overcome challenges, “transform danger into opportunity, nothing into something, difficult into easy, impossible into possible,” contributing to the country’s steady progress towards a new era of strong, civilized, and prosperous national development where the people are increasingly wealthy and happy.
