The organizational chart of the Ministry of Culture has undergone some changes at the beginning of April. Within the General Directorate of Artistic Creation (DGCA), the delegation for professional and social policies for authors and employment policies has now become a sub-direction of creative professions.

This new sub-direction will be responsible for “monitoring social and professional issues related to authors, artist-authors, performing arts and visual arts employees, and performing arts entrepreneurs,” as specified in a decree signed by Minister of Culture Catherine Pégard.

It will be tasked with policies related to the working conditions, establishment, and social protection of artist-authors. In terms of social protection, it will oversee social protection organizations for artists and authors, in coordination with the Ministry of Health, and will coordinate consultations with artist and author representatives on social and professional issues.

Regarding performing arts and their professions, it will “contribute to the professional structuring of the sectors and participate in the development of public employment policy” and participate, with the Ministry’s general secretariat, in “developing labor law and social protection, including unemployment insurance, for performing arts artists and technicians.”

For all these professions, the sub-direction will observe “the activity of the sectors concerned, the activity of professionals, the evolution of their careers and incomes, and the economic model of distributors and companies as well as the impact of technological or social changes.” Along with the General Directorate of Cultural Democracy, Education, and Research, it will also establish the framework and objectives of ongoing training in the field of artistic creation.

Finally, this sub-direction will focus on developing the social responsibility of employers, distributors, and artist-authors.

It is worth noting that the DGCA has two other sub-directions: one dedicated to specialized higher education and research and another to financial and general affairs.

Another Delegation

In addition to the establishment of this sub-direction, a new delegation dedicated to multidisciplinary dissemination and cross-disciplinary programs is emerging within the DGCA.

Its scope covers multidisciplinary dissemination structures and resource organizations in this field; the development and monitoring of cross-disciplinary support programs for creation and dissemination in the fields of visual arts and performing arts, and fostering dialogue with specialized services on issues related to artistic creation.

A number of its missions will be cross-cutting, particularly in the development of artistic creation and dissemination policy in a digital environment, policy in favor of artist residencies, multidisciplinary production and dissemination programs, action and support programs for creation and circulation of works for children and youth, and monitoring the strategy for cultural industries.

Alongside the Ministry’s general secretariat and the General Directorate of Cultural Democracy, Education, and Research, this delegation will ensure that the territorial services of the Ministry take into account the challenges of creation and dissemination.
