The purpose of this Plan is to deeply understand and implement seriously, synchronously, and effectively the content described in Conclusion No. 226-KL/TW, creating a clear transformation in the awareness and actions of government officials, public servants, and employees throughout the state administrative system.

At the same time, it is necessary to deeply address the limitations and weaknesses of the work methods; eliminate formalism, emphasize innovation, and improve the quality of document delivery by simplifying and streamlining the process, reducing the number of meetings; and strengthen administrative discipline, order, as well as the efficiency and effectiveness of state management.

It is also essential to promote the application of information technologies, digital transformation, and innovation in work methods to adopt a modern and professional approach. This involves focusing on individual responsibility, encouraging bold thinking, action, and accountability for the common good, effectively combating overlaps, duplications, slackening efforts, and avoidance behaviors within the organization and operations, and prioritizing service to citizens and businesses as the primary criterion for evaluating the quality and efficiency of work.

To achieve the above-mentioned objectives, the Plan defines six tasks and solutions, including organizing the dissemination and deep understanding of Conclusion No. 226-KL/TW; continuously strengthening the Party’s leadership in rectifying work methods and improving the efficiency of the political system; innovation and improving the quality of document delivery; a profound reform of the meeting system; innovation in work methods, promoting administrative reform, focusing on administrative procedure reform and the application of information technologies; and strengthening administrative discipline and order.

Regarding meeting procedures, the Government Office is responsible for advising the Prime Minister on the modification and supplementation of provisions related to meeting procedures in the Government’s internal regulations to ensure their compliance with the requirements of Conclusion No. 226-KL/TW. At the same time, a rigorous and rational meeting schedule must be developed to avoid duplications, prioritizing online and dematerialized meetings. The composition, schedule, and content of Government and Prime Minister’s meetings must be strictly regulated.

Ministries, departments, and presidents of provincial and centrally administered city people’s committees must develop plans for organizing annual conferences, ensuring a 10% reduction in the number of conferences and at least 60% of meetings are held online.

Additionally, it is important to strictly adhere to the duration of meetings. Information meetings should not exceed half a day; specialized meetings, one day; and important meetings requiring discussions, one and a half days.

The plan also requires that ministries, departments, and localities study and add criteria regarding the results of implementing Conclusion No. 226-KL/TW to the evaluation and ranking regulations of agency and unit heads, as well as to the criteria for annual emulation and commendation.
