Trump Signs Executive Order for College Sports

US President Donald Trump signed an Executive Order on Friday aimed at restoring “order, fairness, and stability” in college sports. The order directs federal agencies to strengthen the effectiveness of key rules on transfers, eligibility, and pay-for-play by examining whether violations of these rules render a college ineligible for receiving state funding and contracts. Additionally, the order calls for the relevant body to revise these rules to restore financial stability and secure the future of all college sports, including women’s sports and Olympic sports, by:

– establishing clear, consistent, and fair eligibility rules, including a five-year window for participation; – creating structured transfer rules to ensure academic and athletic continuity; – ensuring medical care for student-athletes; – implementing revenue-sharing to protect and grow opportunities in women’s and Olympic sports; – banning impermissible financial arrangements, including pay-for-play agreements facilitated by collectives and similar entities; – establishing safeguards against unethical behavior by agents.

The order instructs the General Services Administration and the Department of Education to expand data collection across college sports to ensure compliance with the rules and tasks the Chair of the Federal Trade Commission and the Attorney General to take appropriate enforcement actions. Furthermore, the order calls on Congress to “expeditiously” pass laws to address these issues.
