If the overall envelope of the cultural support fund suffers a drop this year, the Community of Communes Cingal-Suisse Normande is banking on mediation and social connection to promote the territory.
It is a meeting awaited by the associative fabric and local artistic. Since March 23, the call for cultural projects for the year 2026 is officially open. Associations, municipalities and artists now have until May 10 to submit their application and hope to obtain funding from the intercommunality.
A budget revised downwards but protected
The overall budgetary context however, imposes a certain rigor. Clémentine Mouchel, vice-president in charge of culture, makes no secret of the fact that the exercise was delicate: “This year, the overall amount is 12,000 euros. Last year, it was 16,000 euros. A drop of 4,000 euros which can be explained by the efforts required of all services.
However, the vice-president is pleased to have been able to preserve this device : “I would have liked to see it increase by 4…000, it went down by 4…000, but it’s still there. We all had to make an effort but the support fund was maintained. ”
Priorité à la médiation et au lien social
To cope with this reduction in the envelope while the number of projects remains high (25 applications submitted last year), the community has had to refine its selection criteria. The objective is now to prioritize the impact on residents rather than spreading aid uniformly.
 The idea was to review a little the allocation charter so that everyone can have some, but also prioritize projects that will do mediation,” explains Clémentine Mouchel.
The projects must therefore be included in the axes of the cultural development contract signed in 2025, with particular attention to young audiences, local heritage and intergenerational links.
Terms and timetable
The call for projects covers all areas : visual arts, live performance, public reading or even heritage. The grants awarded will relate exclusively to artistic expenses and may cover up to 70% of the total project budget.
Applications must be completed online before the 10th May 2026. A commission, made up of members of the area’s municipal councils, will meet in mid-May to review the applications and decide on the attributions. The winners will be able to implement their actions between July 1, 2026 and June 1, 2027.
