Maintaining a strong national defense posture in the strategic regions of the Central Region and the Central Highlands.

In the context of the complex and evolving global and regional situation, study, evaluation, and forecasting require foresight and insight. The territory of the Military Region is vast and diverse, with a diverse population, borders, seas, islands, numerous economic zones, and many sensitive ethnic and religious regions. Each international upheaval can have a direct or indirect impact on the national defense mission. That is why strategic planning is an absolute priority for the Permanent Committee of the Party Committee and the Command of the 5th Military Region, which require proactive thinking and action.

Coordination between local military forces, police, border guards, navy, coast guard, and central agencies operating in the region has been systematically maintained. Information sharing mechanisms, coordinated situation management, maritime security assurance, and stability maintenance in ethnic and religious areas have proven effective. As a result, many complex issues have been quickly addressed locally, significantly reducing the risk of tension.

The restructuring of the local government structure at two levels in the provinces and cities of the region poses a major challenge for advisory work. The Military Region quickly proposed solutions to consolidate local military agencies after the merger; it made recommendations on setting up regional defense commands and communal military commands according to the new model; and adjusted the operational mechanism of the local military system, ensuring a rationalized and highly effective apparatus. This is an important step that creates a legal and organizational framework for local armed forces to operate more efficiently.

Furthermore, the Military Region is focused on improving the quality of education in defense and national security, as well as training senior officials at all levels. Each pedagogical content is tailored to practice and closely linked to the territory’s specificities. Through these training sessions, local officials gain a better understanding of the operational mechanisms of the defense zone, methods to manage complex situations, and the coherence of leadership, direction, and implementation.

Establish a comprehensive and robust defense system.

Military Region 5, a crossroads of sea and forest, plains and plateaus, bordering Laos and Cambodia. It has a vast maritime area and many strategically important islands. These natural advantages give it a particularly important strategic position, requiring a global, interconnected, robust, and adaptable defense system.

Along the border, the units of the armed forces of the Military Region have closely collaborated with border guards, police, and local authorities to strengthen the system of permanent checkpoints, border guard posts, and joint patrols. The presence of officers and soldiers is visible in every village and on every border road. Patrols and checks are carried out regularly, thereby contributing to maintaining border security, preventing illegal activities, and enhancing the trust of ethnic populations in the region.

In the maritime region, naval forces, coast guards, fisheries inspectors, and permanent militia units work closely together to patrol, supervise, and support fishermen at sea. Radar observation systems, land support points, and maritime command centers operate stably. Patrol boats safeguarding the seas ensure sovereignty and provide fishermen with a solid foundation to confidently pursue their sea activities.

The defense infrastructure system, from strategic rear bases to communal and provincial combat facilities, has been gradually strengthened and modernized. Defense areas have been upgraded and managed based on the specificities of each region. Each infrastructure, road, and command post is integrated into the operational plan, ensuring operational capability when needed.

Military and regional defense exercises have been conducted effectively and in perfect alignment with the assigned missions. Many localities have established robust, modern, and synchronized regional defense command centers, connected online to other forces. Through these exercises, the command and control capabilities of Party committees and authorities at all levels have been strengthened; coordination mechanisms between forces have significantly improved, allowing for the deployment of a comprehensive and adaptable defense posture across the entire territory.

The work of building the mobilization force reserve has been vigorously carried out, ensuring sufficient personnel, high quality, and great stability. Registration, management, and training have been systematically conducted, contributing to the reinforcement of operational capacity.

The logistics and technical sector has seen significant development. Investments have been made in the armament depot system and repair workshops; equipment maintenance and care have been standardized. Military-civilian hospitals and clinics have improved the quality of medical examinations and treatments and are ready to participate in relief and emergency missions during natural disasters and emergencies.

Cybersecurity is an absolute priority. The specialized cyber warfare force of Military Region 5 is highly skilled and capable of protecting military data systems while combating disinformation.

All these elements constitute a comprehensive, strong, and extensive defense system for the Military Region. From the high seas to the mountains, from remote islands to the border, from large cities to remote areas, this system is constantly reinforced, ready to respond to any situation, thereby contributing to the protection of peace and the well-being of the people of the Central and Central Highlands regions, regions rich in revolutionary traditions, unwavering loyalty, and unshakable solidarity.

At the beginning of the year, the Military Region had the honor of receiving the title of Heroes of the People’s Armed Forces during the renovation period. This distinction is a great source of motivation for every officer and soldier, inspiring them to strengthen their faith, pride, and determination to excellently fulfill their missions.

Maintaining national defense and security; improving the quality of strategic planning; building a comprehensive and strong defense zone; consolidating popular support; and forming a regular, elite, and modern army: these are the fundamental political goals and honorable commitments of the armed forces of the 5th Military Region to the Party, state, and people. Driven by unwavering determination and a willingness to contribute, the armed forces of the 5th Military Region will continue their resolute march towards the construction and defense of the socialist Vietnamese homeland, proving to be a reliable support to Party committees, governments, and people in the Central and Central Highlands regions.
