The first session of the National Assembly’s Standing Committee was held with the presence of Nguyen Thi Thanh, the Vice President of the National Assembly. Following discussions, she suggested that the drafting agency carefully review the title of the draft resolution, revise and clarify the fundamental requirements of the Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, and conduct research to ensure that innovative and specific mechanisms and policies are more concrete and effective.
It was proposed that the resolution empower the government, local authorities, and public services to implement innovative mechanisms and policies not yet stipulated in the draft resolution to maximize the creativity of the population in the cultural field.
Regarding specific mechanisms for implementing key cultural and sports projects, the Standing Committee of the National Assembly agreed to apply special mechanisms to important projects under the National Targeted Program for Cultural Development for the period 2025-2035, including land incentives, decentralization and delegation of licensing powers, investor selection mechanisms, and planning adjustments to overcome obstacles and improve implementation efficiency. The Government was tasked with establishing detailed regulations.
The Deputy Minister of Culture, Sports and Tourism, Trinh Thi Thuy, presented a summary report on the draft resolution of the National Assembly concerning innovative mechanisms and policies for the development of Vietnamese culture. Recognizing the importance of mechanisms and policies to attract social resources for cultural development investment, the Standing Committee emphasized the need to study and enhance even stronger mechanisms and policies.
The Committee also approved the development orientation focusing on key sectors of cultural industries and proposed to seek and complete specific and superior preferential policies for companies, especially young innovative enterprises in cultural and entertainment industries.
Regarding investment incentive mechanisms in the cultural sector, the Standing Committee suggested evaluating policies deeply to ensure they align with the requirements of Politburo Conclusion No. 18-KL/TW on the five-year socio-economic development plan for the period 2026-2030, related to achieving double-digit growth targets.
In terms of reward and talent development policies in culture and sports, it was proposed to conduct a thorough examination to avoid overlooking eligible beneficiaries.
Further examination is necessary for the mechanism of outsourcing cultural and creative activities through public funds, including tasks and activities covered by outsourcing, the method of determining contract amounts, and result evaluation criteria.
