General (2S) François CHAUVANCY Saint-Cyrien, graduate of the École de Guerre, doctor in information and communication sciences (CELSA), holder of a postgraduate degree in international relations from the Faculty of Law in Sceaux, General (2S) François CHAUVANCY served in the Army of Terre within the armored units of the marine troops. He left active service in 2014. Geopolitical consultant on LCI since March 2022, particularly on Ukraine and on the war in Gaza (October 2023), he is an expert on doctrinal issues related to the use of forces, functions related to the training of foreign armies, counter-insurgency, and information operations. In this capacity, he was the national representative of France to NATO in working groups on strategic communication, information operations, and psychological operations from 2005 to 2012. Since July 2023, he has been the editor-in-chief of the quarterly review “Défense” of the Union of Associations of Auditors of the Institute of Higher National Defense Studies (IHEDN). He has served in Kosovo, Albania, former Yugoslavia, Kosovo, United Arab Emirates, Lebanon, and several times in the Republic of Côte d’Ivoire where, under the Ivorian uniform, he notably trained part of the officers of French-speaking West Africa for two years. He teaches courses on defense issues and influence and propaganda strategy at several universities. Since 1988, he has authored numerous articles on influence, defense policy, strategy, military, and civil society. Co-author or author of several books on strategy and geopolitics, his latest work translated into English and Arabic was published in September 2018 under the title: “Blockade of Qatar: the missed offensive. Information war, games of influence, economic confrontation”. He received the 2010 Prize from the Marshal Leclerc Foundation for all the articles he produced during that time. Since 2016, he has been a regular consultant on military issues in the Middle East for Radio Méditerranée Internationale. As the host of the blog “Défense et Sécurité” on Le Monde’s website starting in August 2011, he joined Theatrum Belli’s team in May 2019.
