Despite calls for reform, the EU primarily focuses on economic issues and should stick to its strengths. The majority of member states, except for France, see the EU as an economic agency, not a government. The EU’s internal divisions have been exposed by events like the war in Ukraine, raising questions about its foreign policy capabilities amid global chaos.
