Cinema: CNC to change its rules to protect creation against artificial intelligence

The National Center for Cinema and Animated Image (CNC) in France is planning to change its rules to protect creation from artificial intelligence (AI), announced the Minister of Culture, Catherine Pégard, on Saturday.

“Pegard declared, “Creation is not about reuse, it is an act of innovation, which by definition often thrives on confrontation and breaking away from old forms,” during a meeting with French cinema industry stakeholders at the Cannes Film Festival.

“The CNC will soon modify the rules regarding these aids to ensure the respect of a simple principle, supporting human creation,” the minister stated.

Catherine Pégard clarified that the CNC “will not support a work without an author tomorrow,” and for dubbing, “only human interpretation will be supported.”

She emphasized that it is not about “banning the use of artificial intelligence in works,” but rather ensuring that AI tools enhance the creator rather than replacing them.

The minister also highlighted the importance of valuing human creation in terms of sharing value and protecting employment.

The CNC has an annual budget of over 800 million euros and significantly contributes to the funding of the film industry and the entire audiovisual sector.

In France, broadcasters (TV channels and platforms) are required to allocate a portion of their revenue to finance national productions.
